Korean economy was comparatively stable with the unemployment rate around 2% up to 1997. The unemployment crisis due to the financial crisis and the recession became stable to the 3.4%, but the youth unemployment is still serious. Decrease in the demand for labor largely decreased the scale of youth employment. ¿ì¸® °æÁ¦´Â 1997³â±îÁö¸¸ Çصµ 2%´ëÀÇ ½Ç¾÷·üÀ» À¯ÁöÇÏ¸ç ºñ±³Àû ¾ÈÁ¤ÀûÀÎ »óŸ¦ À¯ÁöÇß´Ù. ¿ÜȯÀ§±â °æ±âħü¿Í ÇÔ²² ÀϾ ½Ç¾÷ ´ë¶õÀº ÀÌÈÄ 3.4%´ë·Î ¾ÈÁ¤µÇ¾úÀ¸³ª, ÀÌ¿¡ ºñÇÏ¿© û³â ½Ç¾÷¹®Á¦´Â ¿©ÀüÈ÷ ½É°¢ÇÑ »óÅÂÀÌ´Ù. °¨¼ÒµÈ ³ëµ¿¼ö¿ä°¡ ½ÃÀå¿¡ ½Å±Ô½ÃÀåÀ¸·Î ½Å±Ôâ¾÷»ç·Î ÁøÀÔÇϴ û³âÃþÀÇ Ãë¾÷±Ô¸ð¸¦ Å©°Ô °¨¼Ò½ÃŲ °ÍÀÌ´Ù
 The job portal site (www.jobkorea.co.kr) recently published about the new employee resignation rate in the small businesses. The resignation rate within 3 months of the new employees hired in 2011 reached 45.2%, and the resignations rate within 6 months recorded 24.9%. The 70% of young people can't withstand six months even it's hard to find a job. Why?

 

The small businesses human resources representative says about the reason. 44.7% of them were due to the 'organization maladjustment', and 38.2% were due to the 'work that does not meet aptitude'. Both rates reached 83% together." The 'organization maladjustment' included the interpersonal relationships with the bosses at a new job and the 'work that does not meet aptitude' meant the new employees 'who do not know what to do' because of the low understanding.

 

Most of the university students do not know what they want, or what they have to do but to pick credits and to be equipped with the qualifications for more wages without considering their aptitudes. It's natural they feel difficulties at adapting themselves to those who were veterans for years, and they don't know what they should do due to the low understanding and it’s natural they seem to be unqualified. They would whine like "The work does not fit my aptitude" in this occasion. But this is not simply a problem of them.

 

The recruitment methods of the enterprises are similar, including the document screening and the oral screening. The human resources representative veteran who has all sort of experience determines whether to hire or not after the interview. But how can you exactly determine within 10 ~ 30 minutes whether the personnel is qualified human resources for the company or not? The unemployment rate is a big problem, but the resignation rate of 70% of new employees within 6 months is also a big problem that causes big damages to the companies.

 

The perspicuous solution is the 4+3 day work system that offers the 4 days or 3 days of working hours in turn. We can let the existing staffs work 2 hours more a day and let them work 4 days a week while keeping the efficiency, and let the old veteran retirees and the new employees work together to let them adapt themselves and have the exact understandings. We can expect less layoff and more effective investment in labor costs.

 

The new employees can adapt themselves while working with the veterans and preparing to be equipped with the skills or values within the 3 days regardless of the low wages at the beginning. And the companies can take advantage of this period as the training period to secure qualified human resources with the less labor investment and can recognize where to place by identifying their aptitude skills.

 

Korea has reduced the demand for labor through cutting down hiring new employees and discharging the old veterans under the names of the voluntary resignation and the layoff. The veteran's experience, knowledge and know-how are the essential knowledge resources for the company in the situation where the integration and the efficiency are highly regarded as time goes by. We can have a huge effect if we hire the veterans to dedicate themselves to teaching the new employees while working 3 days a week rather than discharging them under the names of the voluntary resignation and the layoff.

 

After retirement, some of the retirees tend to start their own business but most of the retirees give up starting the new business. It's difficult to succeed in new business due to the heavy labor and the low income. The reason why they start their own business is that they can't rely only on the pensions. So, if the companies accommodate these retirees and let them work only for 3 days a week paying less wages than before, the problems of the retiree's pension, the retirement measures and the workforce leaks can be solved at the same time for the sake of the both retirees and the companies.
