69. 경제 원로격인 강경식, 박재완, 강봉균, 진념 등 전직 장 차관과 학자 언론인등 43명이 참여한 ‘건전재정포럼’이 발족했다고 합니다. 대선주자들의 선심성 복지공약으로 인한 국가 재정건전성위협을 막기 위함이라고 하는데요. 가장 정치 쟁점화 되고 있는 복지부분 지출과 관련해서 ‘4+3집약근무제‘가 대안이 될 수 있다는 것은 어떤 내용인가요?
4+3근무제에서 보는 복지는 “일하고 싶은 사람들에게 일자리를 주는 것“입니다. 일하고 싶어도 일할 수 없는 사람들에게 금전적 지원을 할 때는 지났습니다. 모두가 어렵고 무한경쟁 사회가 되어버린 지금 노력 없는 복지는 사치입니다. 장애나 건강상의 이유로 일을 할 수 없는 사람들을 국가에서 책임지는 것은 복지가 아닌 의무입니다. 4+3집약근무제의 일자리창출을 통해 노동에 대한 정당한 대가를 지불하고 능력이 모자란 사람에게는 모자란 만큼만 국가가 지원을 해 주는 것으로 정의할 수 있습니다. 주 4일~1일까지 건강과 능력에 따라 다양한 근무 일수를 선택할 수 있는 기업을 만드는데 복지비를 지원한다면 현재와 같은 소모성 복지비 지출은 줄이고 경제기반을 튼튼히 할 수 있는 곳에 투자할 수 있습니다. 이렇게 해서 경제성장에 따른 세수확대를 늘린다면 복지비의 증대와 혜택을 늘리는 것에 누구도 반론을 할 수 없을 겁니다. 다시 말해 한국은 다양한 일자리 창출을 통해 365일 쉬지 않고 일하는 나라가 되어 최고의 생산성으로 무한경쟁을 할 수 있는 것입니다.

The ‘4+3 work system’ is to “provide jobs to the people who wish to work”. We can’t keep financially supporting those people who can’t work even though they wish to. Receiving welfare costs without efforts is a luxury extravagant in this infinite competitive society. Taking care of the disabled people is not the welfare but is the obligation. In the 4+3 intensive work system, the welfare means the rightful cost of labor plus the support as much as the deficiency. If you spend the welfare cost to make the company where you can choose the working hours depending on your health and time, you can save the wasting welfare expenditure and can invest the money to somewhere that can be the basis for the strong economy foundation. If we gain tax revenue depending on the economic growth in this way, nobody can dispute regarding the welfare increase. In other words, Korea will become the country where the people work 365 days a year without stopping creating the best productivity to compete infinitely.
