I know we have to create the ‘social jobs for the vulnerable people first’ but the operational method should be big different. We can induce the company to hire the vulnerable people and the retirees first during the 3 days. The retirees are older but experienced so that they can conduct the technology educations or can be the mentor of the new employees. And the government can give those companies the tax exemption such as the income tax or the surtax. The products manufactured with the tax cuts or other benefits will have the price competitiveness. Then they should be cheap. So the government can buy the products cheap to sell for the vulnerable people or for the international organizations if needed. The 7-day work system can offer saving money, sharing facilities and spaces, job creation in the various fields.

‘근로 취약자의 취업을 우선으로 하는 사회적 일자리‘라는 기본 취지는 같으나 운영 방법과 지원에는 큰 차이가 있습니다. 7일 경제에서의 사회적 일자리는 주 4+3근무제를 도입하는 기업으로 하여금 주 3일 근무는 근로 취약자에게 취업 우선권을 주고 기존 직원 중 은퇴자들을 주 3일근무로 흡수하여 기술교육, 직원 멘토로 활동하도록 하는 주 3일 근무 팀을 운영할 수 있도록 지원하여 일자리를 만드는 방법과 주 4일 근무하는 기업의 설비를 3일간 임대하여 근로 취약자를 우선 취업시키는 사회적 기업을 육성하는 방법이 있으며 이들 기업의 법인세와 3일간 생산한 제품의 부가세를 인하해 주고 이렇게 낮추어진 원가경쟁력을 통해 생산된 제품을 저소득층에게 저렴하게 판매하거나 국제기구의 지원을 위해 정부에서 구매할 수 있습니다. 7일 경제는 이렇게 단순한 자금지원이나 시설투자가 아니라 공간과 시설 공유로 원가를 절감하면서 근로자 위주의 효율적인 근무가 가능한 사회적 일자리 창출을 다양한 분야에서 할 수 있습니다.
