We have to make the world where the parents can directly take care of their children. We have to find out why they need the childcare free of charge. The most important reason is that the working parents need the nursery to take care of their children. It costs a lot. But the parents can’t stop working because of the cost issue for living or nurturing and because of the desire for social activities. If a lot of companies implement the “4+3 intensive work system”, the father can work 4 days, while the mother take cares of their children during the holiday. And this causes the reduction of the social cost for the childcare. Also, the government can spend the money to support the companies that implements “4+3 intensive work system”

67. 정부의 무상보육 폐지 발표에 따른 청와대와 여야의 쟁점이 가중되고 있습니다. “4+3집약근무제”가 무상보육의 문제까지 아우를 수 있는 효과가 있다면 어떻게 가능할까요?

부모가 자녀들을 직접 돌볼 수 있는 환경을 만들어 주어야 합니다. 먼저 무상보육이 필요한 이유를 살펴볼 필요가 있습니다. 가장 큰 이유는 1명 이상의 자녀를 둔 맞벌이 가정이 많고 일터에 나가기 위해 자녀를 보육시설에 맡기게 되는데 이때 많은 비용이 부담되기 때문입니다. 그렇다고 부모 중 한 명이 당장 일을 그만두기도 어렵습니다. 양육과 생활에 필요한 비용적인 문제와 사회활동에 대한 욕구가 걸림돌이 됩니다. 만약 많은 기업들이 “4+3집약근무제” 를 도입하게 되면 아빠는 4일, 엄마는 3일을 일하면서 쉬는 날에는 자녀와 함께 할 수 있다면 무상보육 지원을 다소 줄이더라도 육아 문제를 지혜롭게 해결할 수 있습니다. 또한 정부에서 무상보육 지원 대신 “4+3집약근무제” 도입 기업에게 급여의 일부를 지원하는 방안도 도움이 될 것입니다.
