Q48. 대기업도 1등이 독식하는 경쟁구조로 변하고 있기 때문에 중소기업의 경쟁력 하락은 끝이 보이지 않는다고 합니다. 또한 조선일보 2012년7월 11일자 기사에 따르면 자영업자의 57.6%가 월 소득 100만 원 이하이며 연간 15만 명 이상이 폐업을 하고 있다고 합니다. 이런 상황 속에서 4+3집약근무가 고용창출과 경기회복을 이끌 수 있다는 가장 큰 이유는 무엇인가요?
1)저소득 자영업자가 늘어나게 된 원인은 일자리 부족에 기인한다고 볼 수 있습니다. 원하는 일을 마음껏 할 수 있도록 안정된 일자리를 늘려 준다면 퇴직으로 인해 어쩔 수 없이 저소득 자영업자로의 전락하게 되는 일은 없어질 것이며, 대기업중심의 하청으로 어려움을 겪고 있는 중소기업들이 연합하여 “4·3집약근무제”를 운영하면 현재보다 2배에서 많게는 4배까지 일자리 창출이 가능합니다. 이렇게 되면 구직자의 수요보다 일자리 공급이 많아져 근로자들의 대우가 좋아짐은 물론 적은 인건비 투자만으로도 생산성이 극대화 되어 영업의 다각화도 가능하기 때문에 중소기업의 경쟁력 확보에 큰 힘이 됩니다.
2) 주4·3근무제, 7일경영의 기본 바탕은 나눔과 공유입니다. 단순히 사무실이나 매장, 공장시설만 공유하자는 것이 아니라 서로의 능력과 노하우를 공유하며 상호 윈윈할 수 있는 전략과 함께 공동으로 진행 할 수 있는 비즈니스를 만들어 갈 수 있습니다. 아파트 옆집에 누가 사는지 관심 없듯이 옆 사무실이 어떤 회사인지 관심 없습니다. 주4·3근무제와 7일 경제는 이러한 각박한 경쟁사회에서 이종업종간 협력하는 공동체를 만들어 주어 상생할 수 있는 힘을 만들어 가자는 의지입니다. 작은 지혜가 큰 변화를 가져오기 때문입니다.

1) The reason why the low income self-employed increases is because of the insufficient jobs. People wouldn’t be self-employed with the low income if there are a lot of stable jobs where people can work as much as they want. If the small companies suffering in large companies-oriented economy cooperate to conduct “4+3 intensive work system”, the job creation will be 2 times to 4 times. In this way, the job numbers become more than the job seekers so that the workers will get better treatments while the companies secure the competitiveness with the maximum productivity without the high labor costs 2) The 7-day management system is based on the sharing and the joint ownership. It’s not just to share the facilities, the offices, the stores or the factories. Its intention is to share the abilities and the know-how for the mutual benefits to cooperate in the business. Like the people don’t care who is living next door, owners don’t care what company is next. But, 7-day work system presents the cooperation between two companies helping each other being a community in this competitive society, because a little wisdom brings a big change.
