Q35. 정부의 일자리 창출을 위한 예산편성, 대기업 고용독려 등의 노력은 있으나 아직도 많이 부족하다는 평가입니다. 4+3집약 근무를 통한 중장년 일자리와 65세이상 구직자 구제 방안을 좀더 구체적으로 설명해 주신다면 어떤 것이 있을까요?
정부가 발표한 ‘2013년 예산안’을 보면 중장년을 위한 일자리 예산은 298억 원으로 1인당 연간 300만원도 안되는 낮은 금액이며, ‘직접일자리’ 예산으로는 2조 6,722억원이 편성되었지만 1인당 연간 453만원 정도의 낮은 금액이라 일회성의 일자리로 지속적인 효과가 없습니다. 이들에게 필요한 것은 단기성 일자리가 아닌 안정적인 일자리 입니다. 만약 이렇게 편성된 예산을 장기적인 시각으로 3일 집약근무 기업의 운영자금으로 지원해주고 지원받은 기업에서 중장년층과 실버세대에게 주 3일~1일의 장기적인 일자리를 지원한다면 이들의 축적된 노하우를 재활용 할 수 있고 경제발전에도 기여하게 되어 지속적인 효과를 거둘 수 있습니다. 중장년의 건강상태에 따라 근무 일수나 근무 시간을 조절할 수 있는 장점이 있어 고용 독려보다 고용 유지효과가 매우 높습니다.

According to the ‘budget 2013’ announced by the government, the budget is 29.8 billion won, less than 3 million won per person regarding the job of the middle aged class. 2 trillion and 6,722 billion won organized for the employment budget but it’s ineffectual without persistence with only 4,530,000 won per person. What is necessary for them is not the short-term job but the stable job. If the government supports the 3-day intensive work system in the long term with this budget and if the companies that were supported by the government hire the sliver class for 3 days to 1 day, we can re-use their know-how and let them work depending on their health status that is effectively contributing to the maintaining employment.
